[Fosc] possible contamination of creek

The ironic thing is that it would take MORE work to excavate and bury all
those cans than it would to drive them to the hazardous waste drop-off
site!  Perhaps there needs to be more outreach, so that people are aware of
Oakland's EASY, FREE hazardous waste program.
