[Fosc] Invasive plant news from Encinitas and Oceanside

The City of Oceanside has declared 3 plants a public nuisance -- 
based on invasiveness and fire risk: giant reed, pampas grass and tamarisk.

The city of Encinitas is taking a much broader look at invasive and 
toxic plants.  Possible actions include eradication projects on city 
property; banning use of the plants in new construction and 
redevelopment projects and others.
