[Fosc] Goat Grazing

Nothing about the EIR - As I understand it,  the city decided that because of the size
 of the goat contract, it had to be specifically approved by City 
Council, even tho' the WPAD is funded independently of the city's general
 fund and is not in any way involved with the current city budget "gap".

 the contract covers is a 5 year contract at a "today" price, and also 
involves very tight qualifications for the goat contractor, based in 
part, as I understand it, on input from FOSC (KarenP) last year when all
 the details of how to graze JM Park were developed.

Grazing has 
not been delayed this year by this seeming delay in the contracting 
process.  Because of the continuing rain and the continuing growth, 
grazing wouldn't have begun.
